You can swipe through a photo stack to view, reply, or interact with each photo individually. To save a photo, tap the next to the photo or collection of photos.

The reason this happens is that Microsoft Mail is not a good product. It is buggy. It is astoundingly buggy! It has been like this for years. Microsoft does not hire good developers to work on products like this. Furthermore, their support system is next to non-existent. They have the same problem with "Your Phone". It's a culture issue inside the company.
Office is good though. It will be interesting to see, over time, if their approach to the "free" software delivered with Windows eventually erodes confidence in Microsoft into obsolescence. Choose where you want to search below Search Search the Community. I probably will try resetting the app. Select where you want to save the photo.
Some options may not appear depending on the plan you are subscribed to. Click the message room from which you want to download a photo. Click 'Save' at the bottom of the photo.
